Job Description: Project Procurement Lead

Responsibilities:

1. Developing Russian procurement strategy, plan, Vendor Sourcing and establishing local vendor list;
2. Controlling procurement cost, schedule and quality of Equipment & Material and service for the projects according to project procurement execution plan;
3. Arranging technical and commercial clarification meetings, establishing smooth communication channel between engineer and vendor;
4. Drafting PO and issue to vendor for acknowledgement;
5. Tracking procurement progress, completeness and traceability of related documents;
6. Updating the purchasing status report;
7. Monitoring that Engineering Procurement (EP) acts according to Owner requirements;
8. Field expedite work if required by PPM and bringing out expedite report;
9. Responsible for claim and non-conformance management in the project;
10. Managing change requests, back-charging, capture lessons learned;
11. Other miscellaneous tasks to support PPM work;
12. Supporting EPC Bidding work if necessary.

Requirements:

1. Speaking Russian & English fluently is basic requirement.
2. Good communication skills and team work spirit.
3. Bachelor or above education, majored in Engineering, Chemistry, Economics or Finance.
4. Being familiar with Static/Rotating Equipment, HVAC Equipment, Safety Equipment, E&I Equipment, Piping Materials and bulk materials in Russian local market.
5. Being familiar with the EAC/GOST certificates and other requirement applicable to imported Equipment and Materials.
6. Technical background and background in multinational company is preferred.
7. Engineering background or employed by engineering company for procurement and/or sourcing work for 5 years at least.
