About the role

As Whales Corp continues its rapid expansion, we are seeking a visionary Chief Technology Officer (CTO) to lead our development and technology teams. Reporting directly to the CEO and working alongside the COO, you will play a critical role in shaping our technological direction, and ensuring the scalability and security of our platforms. This is an opportunity to make a significant impact in the fast-evolving world of fintech and crypto.

Key Responsibilities ️

Technology Leadership & Architecture ️

• Lead the architecture design for all products, including API ecosystems, payment gateways, KYC integrations, and internal/external service orchestration
• Oversee DevOps infrastructure, CI/CD pipelines, centralized logging, and real-time system monitoring to ensure 99.9%+ uptime and fault tolerance
• Implement DDoS mitigation strategies and disaster recovery protocols to safeguard platform resilience.

Security & Compliance

• Develop and enforce security policies:
  • Multi-factor authentication (MFA), end-to-end encryption, and identity/access management (IAM)
  • Certifications (PCI DSS, ISO 27001) and adherence to MiCA, GDPR, FATF, AML, and PSD2 regulations
• Collaborate with compliance teams, auditors, and regulators to address security and technology governance.

Financial & Operational Oversight

• Manage the technology budget, optimizing costs for infrastructure, team expansion, and software/licenses
• Design insourcing/outsourcing strategies, vetting contractors and vendors to balance quality and cost-efficiency
• Monitor total cost of ownership (TCO) and ROI for technology initiatives, ensuring alignment with business objectives

Operational Accountabilities

• Lead, mentor, and scale a high-performing development team of 10–15 engineers and technical specialists
• Oversee the design, development, and delivery of our product and platform
• Drive innovation by identifying and integrating emerging technologies such as blockchain, AI, and cloud computing
• Represent Whales Corp in technical discussions with partners, clients, and industry stakeholders

What we look for in you

• 6+ years of experience leading technology teams in fintech, crypto, or digital asset environments
• Strong hands-on expertise in both front-end and back-end development
• Deep understanding of security, compliance, and regulatory frameworks relevant to fintech and digital assets
• Demonstrated ability to define and execute technology strategies that align with business goals
• Fluency in English (C1 or higher) and Russian is required
• Readiness to travel internationally for business

Nice to have

• Understanding of crypto payments, non-custodial wallets, and Web3 infrastructure

Архитектура и платформа ️

• Курирование архитектуры всех продуктов: API, платежных шлюзов, KYC-интеграций, внутренних и внешних сервисов
• Управление DevOps-инфраструктурой, CI/CD-пайплайнами, логированием и мониторингом
• Ответственность за отказоустойчивость, доступность (99.9%+), защиту данных и DDoS-механизмы

Безопасность и комплаенс

• Разработка политики безопасности (MFA, шифрование, IAM, сертификация PCI DSS / ISO 27001)
• Контроль соответствия требованиям регуляторов (например, MiCA, GDPR, FATF, AML, PSD2)
• Взаимодействие с комплаенсом, аудиторами и регуляторами по вопросам ИБ и технологий

Финансовая и операционная эффективность

• Бюджетирование технического направления: инфраструктура, команды, лицензии
• Аутсорс / инсорс стратегия, выбор подрядчиков
• Контроль TCO и ROI технических решений

Операционные задачи

• Руководство и масштабирование команды разработки, состоящей из 10–15 разработчиков
• Внедрение инноваций через интеграцию новых технологий: блокчейн, ИИ, облачные решения
• Представление Whales Corp в технических переговорах с партнёрами и клиентами.

Что мы ищем

• 6+ лет опыта управления командой в сфере финтех, крипто или цифровых активах
• Практические знания во фронтенд- и бэкенд-разработке.
• Отличное понимание вопросов безопасности, комплаенса и регуляторных требований в финтехе и цифровых активах
• Опыт построения и реализации технологических стратегий, соответствующих бизнес-целям
• Свободное владение английским (C1 и выше) и русским языками
• Готовность к командировкам.

Будет плюсом

• Опыт работы с криптоплатежами, некастодиальными кошельками и Web3-инфраструктурой.
