Head of Utilities, West Africa

The company's shareholders are former major investors into the Russian Federation and now have created and developed Africa’s largest new city builder, with over 30,000 acres of visionary projects in the growth trajectories of large cities in Kenya, Ghana, Nigeria, Zambia, and Democratic Republic of Congo.

Rather, their aim is to help create the infrastructure – the living and working spaces, communities, schools, and hospitals – that will help sustain and accelerate Africa’s economic growth, meet the aspirations of Africa’s burgeoning middle classes, and serve as a catalyst for further urban development.

Alaro City Development FZC is an integrated, mixed-use city planned for over 2,000 hectares in the North West Quadrant of the Lekki Free Zone. Alaro City is a joint venture between Rendeavour, Africa’s largest new city builder, and the Lagos State Government. Appolonia City is a 2,325-acre (941-hectare) mixed-use and mixed-income urban development just 20km from the centre of Accra.

Alaro City and Appolonia City are growing their utilities business by hiring a Head of Utilities West Africa.

The Role

Head of Utilities is a strategic position that establishes and executes the business model and directs the strategy for city-scale utilities (water, power, gas, telecom and ICT) at Alaro and Appolonia Cities. A senior management position based in Nigeria that works closely with the Construction & Delivery team, the Head of Utilities coordinates with The Company Group Management and management of other cities.

The position is responsible for all aspects of utility management:

• Financial and business strategy and oversight• Planning and development• Policy development and implementation• Operations and Maintenance• Budget• Personnel• Contract preparation and implementation

Other responsibilities include:

• Leading and coordinating key engineering activities that affect Alaro and Appolonia City utilities.• Providing leadership and coordination with all other groups to ensure project deliverables and plans are integrated to support procurement, construction, and commissioning activities.• Ensuring all regulatory reports and deadlines are adhered to.• Monitoring and overseeing internal quality standards that are met for the operational deliverables of maintenance services.• Preparation of weekly, monthly and other periodic reports on the status of utilities at Alaro and Appolonia Cities.• Implementing and ensuring enforcement of best practices, policies and procedures for the utilities businesses.• Establishing and maintaining effective working relationships with other departments, regulatory agencies, consultants and customers.Skills and Experience:• Master’s degree in engineering or relevant field and/or a minimum of 15 years’ hands-on experience in a relevant industry.• Leadership experience with a private utilities business is a major plus.• Effective development/project management skills.• Excellent business analysis skills.• Excellent budgeting and reporting skills.
